The Japan Network for Public Interest Activities (JANPIA) was established in July 2018 by the Japan Business Federation (Keidanren) following the full enactment of the Act on Utilization of Funds Related to Dormant Deposits to Promote Public Interest Activities by the Private Sector on January 1, 2018, to become the Designated Utilization Organization under this law. In January 2019, JANPIA was selected by the government as the Designated Utilization Organization and began grant programs in April of the same year. Today, projects to solve a variety of social issues have spread throughout Japan, from Hokkaido to Okinawa. Furthermore, in June 2023, new schemes related to impact investment deregulation and activity support organizations (which cultivate new entities eligible for the Dormant Deposit Utilization System) were introduced accompanying amendments to the law after a five-year review, marking the start of a new stage.
In Japan, various issues that could affect the quality and level of the lives of the citizenry have emerged as a result of changes in socioeconomic conditions, such as population decline and aging. Many people fall through the cracks of existing systems when relying solely on government support to address these issues. Under the Dormant Deposit Utilization System , dormant deposits should be used to promote public interest activities carried out by the private sector for [1] support for children and young people, [2] support for people having difficulties in their daily and social lives, and [3] support for community revitalization, to address areas where government support alone is insufficient.
We believe that society expects JANPIA to work together with all stakeholders involved in these projects to develop this system in a better form and help resolve as many social issues as possible, all while balancing the flexibility and mobility in operations that only the private sector can achieve with the stringency required when using dormant deposits as funds. Through collaboration and cooperation with all stakeholders, something JANPIA has valued most since it commenced operations, and thorough dialogues to achieve this, we hope to accelerate the sustainable development of these projects together with partners who share our aspirations and are moving in the same direction.
