Analyze and present social issues that should be preferentially solved in Japan.
(2)Provide suitable financial support
Provide “Funds Distribution Organizations” and “Private Organizations Carrying out Public Interest Activities (Players)” with the most suitable financial support.
(3)Become an incubator and an accelerator
Play a role as an incubator (that provides necessary management support until projects get on track) and an accelerator (that provides necessary support to accelerate project growth) for supporting Players who work to solve social issues in Japan.
(4)Support in a hands-on manner
Offer non-financial support to Funds Distribution Organizations as needed in a hands-on manner in collaboration with external organizations and experts.
(5)Promote and disseminate innovative solutions
Promote the development of innovative solutions for addressing social issues and disseminate such solutions by providing support that encourages private sector organizations to fully exert their creativity and ingenuity.
(6)Supervise Funds Distribution Organizations
and Players
Supervise Funds Distribution Organizations and Players to help them to properly conduct their programs related to public interest activities.
(7)Publicize activities and promote further engagement
Make efforts to gain public understanding of the Scheme through positive disclosure, publicity, and publication of the utilization status and outcomes of funds related to dormant deposits and also promote further participation and engagement of diversified private organizations, etc.
(8)Ascertain the status of public interest activities
Ascertain the status of public interest activities by the private sector through analysis of the status of activities of Funds Distribution Organizations.
(9)Analyze practices and reflect the analysis results in activities
In light of the actual conditions in each region and field, etc., analyze accumulated best practices and failure cases concretely in a cross-sectional manner, and pay attention to good practices in other countries and apply those results to on-going activities for their further enhancement and development of best practices globally.
(10)Develop an environment for the private sector to independently raise necessary funds
Develop an environment that helps Players in the private sector to independently raise necessary funds (such as through crowdfunding and creation of business models, etc.), and thereby promote the development of public interest activities and social finance markets.

(1)Contribution to the interests of the general public and promotion of transparency and accountability
In light of the fact that the funds are raised from dormant deposits, the funds should be utilized fully to contribute to increasing the interests of the general public and the outcomes and all the relevant information should be publicized to the public in an easy-to-understand manner, thereby fulfilling accountability.
(2)Private initiatives based on mutual assistance and collaboration
Funds related to dormant deposits should not be utilized as a replacement for measures to be originally taken by the public administrations (public assistance) but should be utilized to provide the private sector with support focusing on mutual assistance activities. Upon enforcing the scheme, the private sector takes initiatives based on collaboration and partnerships among related entities.
(3)Sustainability
Programs using dormant deposits should be designed for fostering independent players in public interest activities and for the development of an environment to help them independently raise funds, so that they will contribute to developing an autonomous and sustainable ecosystem for solving social issues.
(4)Fairness
Funds related to dormant deposits should be utilized fairly with thorough prevention of conflicts of interest.
(5)Diversity
Due consideration should be given to the point that social issues that should be preferentially solved and their solutions are varied depending on the region and field.
(6)Innovation
When it comes to utilizing funds related to dormant deposits, social innovation should be realized for activities targeting social issues that are difficult to address with conventional existing administrative methods and for unprecedented activities. A flexible, effective, and efficient manner using diversified methods and promoting more extensive and evolutionary development of the outcomes can be useful for creating such social innovation.
(7)Impact Maximization
Social impact should be maximized in terms of the Scheme as a whole by positively supporting programs that are expected to achieve significant outcomes for solving social issues while accepting certain risks.
